What are the facts on my campaign?

As your elected representative, I will work for you and serve all residents of Rocky View County. I will always listen to you and represent your views to the best of my ability.


As a true Westerner and someone who has lived in Bearspaw for over 30 years, you have my word on that, and you can count on me to deliver.


There have been some rumours, misinformation, and half-truths circulating about my position on critical issues affecting Rocky View County’s future.


Let’s take a moment to look at the facts and set the record straight.


Here is the TRUTH about the statement from Rocky View Forward (an organization that never provides names of those people who are behind it) in the October 14 edition of the Rocky View Weekly newspaper.


FACT | I was NOT on Council when the Ascension application came forward so how could I possibly “support” this development?


FACT | What the Bearspaw Community Association did unanimously support, was the safe and convenient movement of children and their families into the Community Center using the Bearspaw Road connection. I was one voice of nine on the Board. Look at the letter that was submitted to Council. It is in the public record, so the facts are there for all to see.


FACT | I was appointed by Rocky View County Council to serve my community on the Subdivision and Development Appeal Board (SDBA).  This Board hears and makes decisions on ALL appeals in the County. I spoke to my legal council and the Minister of Municipal Affairs to seek feedback on whether I should resign from the Bearspaw Community Board to remove any perceived or real potential of bias or conflict of interest. After careful consideration and discussion, I decided to resign from the BCA to focus on serving our community in an expanded capacity.


I was NOT removed, I chose to leave voluntarily.


FACT | If you want to believe the voices from the shadows and the forces working to get “their” chosen slate of candidates elected to serve their agenda. Then vote for them. If you want real independent and effective representation on the new Council who is focused on serving ALL residents fairly and openly........ then vote for me, Roc Spence.


It’s your vote and your choice.


Do you want a balanced and independent elected official serving YOU or do you want someone who is “managed” by an invisible group doing their work for them?


FACT | Protecting Our Way of Life

I have always been, and will continue to be, OPPOSED to gravel extraction at the Scott Pit on Burma Road and the Heidelberg application. I was fighting against it in 1994, 2010, and in 2021.

Now, the Province of Alberta, through the Natural Resources Conservation Board (NRCB), has requested a review of this application. These decisions could take away our right to self-determination and dictate how Bearspaw will look in the future.


We must have made-in-Rocky-View solutions. I will ensure our voices are heard at every step of the process to protect our way of life in Bearspaw.


The gravel trucks, noise, dust, flying rocks, and unsafe traffic we deal with today are the result of past council approvals.


My Promise: I will stand firm against new gravel extraction in Bearspaw and defend our right to local decision-making. Our land, safety, and peace of mind come first.


FACT | Accountability and Service at Rocky View County Hall

I bring 35 years of business experience and community service to the table. I will ensure that we have a County Administration that works for YOU, the residents.


I will hold Administration more accountable and responsive to the people they serve. I will focus on financial stewardship and the responsible, appropriate use of your tax dollars.


We need to get the building permit process fixed. Small homeowner approvals and building permits should not take months to approve. People turn to shortcuts when the system doesn’t work for them.


My Promise: I will bring efficiency and accountability back to Rocky View County Hall. Residents deserve a local government that respects their time, their money, and their efforts.


FACT 3 | A Council That Works Together

I will collaborate with my fellow Councillors to build an effective Council that focuses on creating a better community for all residents. We must break the cycle of dysfunction and infighting on Council. It does not serve you, the residents of Rocky View County.


My Promise: I will bring professionalism, respect, and cooperation to Council - ensuring your voice is represented by a team that works together for results, not headlines.


FACT 4 | Protecting Rocky View’s Independence

If we don’t act, others will make decisions for us.


HOW? We are under threat from the City of Calgary, Town of Cochrane, and other jurisdictions through potential annexation. And on gravel, from the Province of Alberta through the NRCB review.


These decisions could take away our right to self-determination and dictate how Bearspaw will look in the future. We must have made-in-Rocky View solutions to protect our residents.


My Promise: I will defend Rocky View’s independence and stand up to outside interference. Local people should shape local decisions - that’s what leadership means.


FACT 5 | Time to End the “Forever No” Era

For the last eight years, the Rocky View County Council has been stuck in dysfunction. A “Forever NO” mindset has blocked responsible growth and delayed progress on critical needs.


My Promise: I will lead with balance and common sense, saying “yes” when projects benefit residents, and “no” when they don’t. It’s time for a Council that works for the people, not against each other.


FACT 6 | Smarter Growth, Safer Roads

Poorly managed growth is already hurting us: overcrowded schools, underdeveloped infrastructure, poor traffic management, congested roads, unsafe intersections, growing rural crime, and stormwater problems - the list goes on.


Past Councils have not adequately planned the infrastructure required to support the developments they approved.


My Promise: I will prioritize infrastructure planning, safer roads, and smarter growth, ensuring that future development pays its way and serves our community’s needs.


FACT 7 | Your Vote, Your Voice

In the last election, only 35% of residents voted. Don’t let a nameless few who spread misinformation from the shadows decide your future for you.


YOU have the right to choose who will build a better Rocky View County and a stronger Bearspaw community.


Your ballot on October 20 decides it all: a thriving Rocky View County with prosperity, sustainability, and an effective Council that works for everyone versus more years lost without progress.
